Hong Kong banks approve the first seven loans backed by IP valuations in a government sandbox

On 30 September 2026 the HKMA and the Government announced that the first batch of seven pilot cases in the Intellectual Property Financing Sandbox had completed credit approval. The three participating banks are Bank of China (Hong Kong), HSBC and Standard Chartered Bank (Hong Kong). Approved loans range from HKD 1 m to HKD 39 m and went to firms in electronics, construction, toy manufacturing and medical devices, secured on or supported by patents and trade marks (sources: HKSAR Government; HKMA). 1 The sandbox was launched in December 2025.
The HKMA said banks incorporated valuation reports from IP valuation providers into credit assessment and approval, so that they can offer higher loan amounts or more favourable interest rates based on independent valuations. The Government also opened applications for a two-year Pilot Patent Valuation Support Scheme on 30 September, which matches enterprise spending one-for-one up to HKD 80,000 per enterprise, and offers a free qualitative evaluation for holders of a Hong Kong patent that has completed substantive examination. 2
Analysis
The sandbox took about ten months from launch to the first credit approvals, and produced seven loans from three large banks. That is a proof of process, not yet a market: the binding constraint it tests is whether banks accept a third-party valuation as an input to limits and pricing. Subsidising the valuation itself targets the fixed cost that makes small IP-backed loans uneconomic.
The approach differs from Thailand, where one of the Bank of Thailand's recent SME steps is to assess repayment capacity using alternative data for firms with thin financial records, rather than to value assets. Both address the same gap, SMEs with little conventional collateral, from opposite ends: Hong Kong tries to make an intangible asset count as collateral, while alternative-data approaches assess repayment capacity directly. For lenders in Southeast Asia, where few SMEs hold registered IP, the repayment-capacity route is likely to reach more borrowers.
Implications
Counterpoints and uncertainties
The announcement gives no aggregate loan amount, pricing or collateral terms, and none of the loans has yet been through a repayment cycle. IP values are hard to realise in default, so banks may continue to rely mainly on cash flow and guarantees, limiting how far the valuation changes credit terms.
