Laos inflation edges up to 7.8% in September as education and utility prices climb

Analysis

Over time, inflation fell from 10.2% in April to 9.0% ⁶ in May and 7.4% in June, then rose each month to 7.6%, 7.7% and 7.8%. The rebound is small, but it has continued since the Bank of the Lao PDR cut its seven-day rate to 7% on 20 August, leaving the policy rate below headline inflation. The drivers are administered and semi-fixed costs (utilities, school fees, fuel) that households cannot easily cut, so they squeeze disposable income more than food-led inflation would.

Across the region, Lao inflation is well above Cambodia's 5.5% in July and Thailand's 2.53% in August, and ADB's full-year forecast for Laos is 8%.

Implications

Counterpoints and uncertainties

The year-to-date average is below the same period of 2025, and ADB forecasts further disinflation in 2027, so the recent monthly rise may prove temporary. Other government documents cite different 2026 inflation targets, so the gap to target depends on which target is used.
