AMRO holds ASEAN+3 2026 growth forecast at 4.1%, flags AI-asset and nonbank risks
Key points
- AMRO kept its ASEAN+3 growth forecast for 2026 at 4.1% and put 2027 at 4.1%, raised from 4.0% in July 2026.
- Inflation is forecast at 1.6% in 2026 and 1.7% in 2027, as energy costs and El Niño weigh on prices.
- AMRO's 2026 Financial Stability Report lists rising nonbank leverage and digital-finance risks; in an AI-slowdown scenario 2027 growth falls to 2.6%.
Facts
The ASEAN+3 Macroeconomic Research Office (AMRO) published its October 2026 quarterly update of the ASEAN+3 Regional Economic Outlook and its ASEAN+3 Financial Stability Report 2026 on 5 October 2026. It forecasts regional growth of 4.1% in 2026, unchanged from July 2026 1, and 4.1% in 2027, raised from 4.0% in July 2026. 2 AMRO attributes the outlook to stronger AI-related exports and investment and broadly resilient consumption, while higher energy and logistics costs weigh on household purchasing power. Chief Economist Dong He said domestic demand "remains uneven".
Headline inflation is forecast at 1.6% in 2026 3 and 1.7% in 2027, raised by 0.1 percentage point from July 2026, reflecting higher energy costs and El Niño-related food-price pressure; AMRO says core inflation remained contained. 4
The Financial Stability Report finds regional banking systems well capitalised, liquid and profitable, and says corporate and household debt-to-GDP ratios have generally declined. It names four vulnerabilities: a sharp repricing of AI-related assets, abrupt US dollar movements, rising leverage and liquidity mismatches at nonbank financial institutions, and digital-finance risks including foreign-currency stablecoins and cyberattacks. In an AI-slowdown scenario reported by The Nation, ASEAN+3 growth in 2027 would fall to 2.6%, versus a 4.1% baseline. 5 AMRO recommends system-wide surveillance that covers nonbanks, stronger crisis preparedness and deeper regional financial integration through digital connectivity.
Analysis
The regional number hides wide dispersion. AMRO projects Singapore, an AI-electronics exporter, to grow 4.8% in 2026 6, while it cut Cambodia to 3.9%, revised down from 4.2% (July 2026). 7 For lenders the split matters more than the average: income gains are concentrated where AI-related manufacturing sits, while economies that rely on garments, tourism or remittances face the same energy-cost squeeze with less offset.
AMRO's growth view is close to the ADB's September outlook, which put developing Southeast Asia at 4.7% for 2026 8; the groupings differ (AMRO includes China, Japan and Korea), so the two are not directly comparable. The new element is the scenario: a shift from 4.1% to 2.6% in 2027 would be a sharp slowdown, and AMRO separately warns that a sharp correction in AI-related assets could tighten credit conditions through forced deleveraging. Naming nonbank leverage and digital platforms as risk channels also signals where supervisors in the region are likely to look next.
Implications
Counterpoints and uncertainties
The baseline depends on AI-related demand that AMRO itself calls volatile, and on Middle East energy supplies; the scenario figure comes from media coverage of the report rather than AMRO's release text. Declining household debt-to-GDP ratios are a regional generalisation; individual economies, including high-debt ones, can move the other way.
