Timor-Leste's Council of Ministers approved the 2027 General State Budget proposal on 30 September 2026 with a total of USD 2,568.5 m, against USD 2,392 m in the amended 2026 budget. 1 The government presented the proposal to the National Parliament on 1 October under the theme of diversifying the economy. Central administration is allocated USD 2,487 m, social security USD 186.55 m, support for veterans USD 156.2 m and the transfer to the electricity company EDTL USD 127.4 m. 2 The proposal also plans efficiency savings of USD 53.6 m across 62 entities. 3
The 2026 budget was originally USD 2,291 m and an amendment raising it to USD 2,392 m (up USD 101.1 m from the original USD 2,291 m) was approved in general by Parliament in May, mainly to fund a strategic fuel reserve and fuel subsidies; the government said the amendment was financed from cash balances and domestic revenue rather than extra Petroleum Fund withdrawals. 4 The published summaries of the 2027 proposal give no figure for Petroleum Fund withdrawals or the deficit.
Analysis
Over three budget rounds the headline total has risen from USD 2,291 m (original 2026) to USD 2,392 m (amended 2026) and USD 2,568.5 m (2027 proposal), about 7.4% higher than the amended 2026 level. 5 After its August Article IV mission the IMF said the 2027 budget should underpin "a decisive shift toward fiscal sustainability" and warned that the Petroleum Fund could be depleted in the late 2030s under current policies. 6
For lenders the budget matters because public money is the main source of household cash flow. Individuals took 43.9% of bank credit in June 2026 7, and much of that lending is repaid from public-sector wages, pensions and transfers. A larger 2027 budget supports repayment capacity next year; the financing mix and Parliament's final figure will show whether that support is sustainable beyond it.

The figures are a proposal: Parliament can change the total, and the 2026 budget was amended mid-year. The summaries give no financing breakdown, so a larger budget could mean larger Petroleum Fund withdrawals, which the IMF links to future fiscal pressure. Budget execution has also lagged in past years, so actual spending, and the income it supports, may be lower than the headline.
