Hong Kong's licensed money lenders fall to 1,943 as new licence applications slow

Facts

The Companies Registry, which licenses money lenders under the Money Lenders Ordinance, recorded 1,943 licensed money lenders at end-August 2026, down from 2,015 at end-2025. 1 The count was 1,958 at end-July. The annual figure peaked at 2,490 in 2021 within the 2020–2025 data and has fallen every year since, to 2,015 in 2025 (down from 2,110 at end-2024). 2

New applications for licences also slowed. The registry received 94 in January–August 2026, against 178 in 2025 (up from 142 in 2024) and 382 in 2020. 3

The registry's latest annual survey of the sector, as at end-2024, counted 771,177 customers holding loans and HKD 148 bn of loans to customers, excluding intra-group lending. 4 5

Analysis

The time series shows a sector consolidating for four years before the new rules arrived. Most of the decline from the 2,490 peak happened in 2022–2025, so the August 2026 debt-servicing caps are at most one factor among several; a single month's fall from 1,958 to 1,943 does not separate the effect of the rules from the existing trend. Entry is slowing as well: at the January–August pace, 2026 new applications would end below the 178 received in 2025.

Fewer licences do not mean less credit. Balances were already concentrated before the rules: the ten largest lenders held around 64% of unsecured personal loans in 2024 (FSTB). 6 A falling count mostly removes small and dormant licences, while the larger lenders face the June 2027 obligation to report and check borrower data through the Credit Data Smart platform. Singapore's licensed-moneylender market is also being tightened, through a cooling-off period introduced in September 2026, so both centres are raising compliance costs for small lenders at the same time.

ExecutivesExpect continued exits of small licensees; portfolio purchases and licence acquisitions may become cheaper than building a new lender.
InvestorsLicence counts are a weak proxy for market size; track the registry's annual survey and listed lenders' loan books for the effect of the 2026 rules.
OperatorsLenders that remain will compete for borrowers dropped by exiting firms; income verification and DSR calculation need to work at higher application volumes.

Counterpoints and uncertainties

The licence count includes lenders with little or no consumer business (the survey shows most reported loans are intra-group), so the decline may overstate any change in credit supply to households. Monthly figures move by small amounts and can reverse; the effect of the August caps will be clearer in the end-2026 annual survey.
