Economic losses: the University of the Thai Chamber of Commerce (UTCC) estimates losses of THB 12.283 bn 3 from the floods of 25–29 September in Bangkok and 26 other provinces 4, about 0.066% of annual GDP 5, within a range of THB 5.896–20.635 bn 6 depending on severity. Analysis

Compared with the first relief round, the scope is widening from state banks to private lenders and from mortgages and SME loans to small unsecured credit. State banks GSB and GHB offered payment holidays of three months, at 0% interest 8 and three months, six if the property is severely damaged 9, while Thai Credit Bank's holiday is shorter at up to two months (principal and interest), so its nano and micro borrowers face resumed payments before year-end.

The two independent loss estimates are close: UTCC's THB 12.283 bn sits near economist Aat Pisanwanich's about THB 11 bn 10. Over time, the regulatory precedent matters more than the loss figure: after the southern floods of November 2025 the Bank of Thailand let lenders cut card minimum payments for up to 12 months 11 and keep assisted loans in their original classification. The banking system entered this shock with a Stage 2 ratio of 6.78% 12 in Q2 2026.

Counterpoints and uncertainties

Loss estimates exclude property, vehicle and farm damage and may rise once those are assessed; they may also fall if water recedes quickly. Without a Bank of Thailand decision on loan classification for assisted borrowers, the effect on reported NPL and Stage 2 ratios is unclear.
