Thailand's disaster insurance for about 30 million households starts as flood-hit households rise
Key points
- A government-funded scheme covering about 30 million households against floods, windstorms and earthquakes began on 1 October, with a THB 15.5bn budget
- It pays THB 10,000 within 15 days for flood damage, up to THB 100,000 per household per disaster
- Households hit by the September floods, now 1,177,404 households, rely on the existing THB 9,000 relief and more than THB 4bn of central-budget funds
Facts
Scheme: Thailand's national disaster insurance took effect on 1 October 2026, covering about 30 million households 1 in Bangkok and all provinces against floods, windstorms and earthquakes. The Cabinet approved THB 15.5bn 2 on 22 September from the fiscal 2026 central budget reserve; the Office of Insurance Commission and members of the Thai General Insurance Association take part. Payouts: flood damage triggers an initial payment of THB 10,000 3 within 15 days, with compensation of up to THB 100,000 4 per household per disaster based on property damage. Sources: Thaiger (2026-09-08); Chiang Rai Times (2026-10-01).
Current floods: the Department of Disaster Prevention and Mitigation (DDPM) counted 1,177,404 households 5 affected, including Bangkok, up from 940,300 on 29 September. Households in declared disaster areas can claim a one-off THB 9,000 6 per dwelling, paid by the Government Savings Bank via PromptPay to accounts linked to the national ID. On 29 September the Cabinet set aside more than THB 4bn 7 from the central budget; the Prime Minister said payments would follow legal criteria and proposals from affected areas, not automatically. Analysis
Over time, the flood count keeps rising: from 940,300 households 8 on 29 September to 1,177,404 households three days later. Because the insurance started after the September floods, these households fall under the older relief system, where the flat THB 9,000 payment is smaller than the new scheme's initial flood payout and depends on area declarations and applications.
For household credit, the scheme's main effect is speed and size of the first cash injection after a disaster. A fixed payment within 15 days covers short-term needs that flood-hit households otherwise often finance with informal or high-cost credit, and lenders already offering payment holidays (see the Bank of Thailand count of 16 lenders 9) gain a predictable public payout alongside their own relief. Payment over PromptPay to ID-linked accounts also means disaster cash flows are visible in borrowers' bank accounts, which matters for lenders that score on account data.
Implications
Counterpoints and uncertainties
The scheme does not apply to the September floods, and the flat initial payment is small relative to property damage; the cap applies per disaster, not per year. How quickly the more than THB 4bn allocation is disbursed depends on area proposals and approvals, and the DDPM count was still rising at publication.
