Indonesia's IDR 37.7 trn first instalment on village-cooperative bank loans awaits audit

Published Data as of IndonesiaCreditSME

Key points

Facts

Instalment: the first instalment on Himbara (state-owned bank) loans to Koperasi Desa/Kelurahan Merah Putih (KDMP) was IDR 37.7 trn, due on 25 September 2026. 1 Under a 2026 Finance Ministry regulation the instalments are paid from the state budget.

Status: on 1 October Deputy Finance Minister Juda Agung said the government funds to pay the September instalment had already been placed at the Himbara banks; Finance Minister Suahasil Nazara said the budget was available. Release requires verification, validation and an audit by the state audit board (BPK). On 18 September a ministry official had said payment would follow an invoice from the Himbara banks.

Scale: the syndicated Himbara credit for the programme has a ceiling of about IDR 240 trn; 80,000 village and sub-district cooperatives received IDR 3 bn each in operating capital. 2

Analysis

Scale against other credit: the programme ceiling equals about 2.7% of total bank credit of IDR 9,019.3 tn at end-August 3 and about 2.3 times the online (P2P) lending book of IDR 105.63 trn. 4 Credit of this size concentrated in a few state banks makes the timing of budget-backed repayments a bank asset-quality question, not only a fiscal one.

Time series: bank credit growth has accelerated through 2026 (chart), while consumer credit has slowed to 5.0%. 5 Directed lending to cooperatives is one channel through which headline credit growth can rise without a matching pick-up in household borrowing.

Implications

ExecutivesVillage cooperatives backed by state-bank credit may expand savings-and-loan services in rural areas; rural lenders should map where cooperative outlets overlap their customers.
InvestorsWatch how the state banks classify KDMP exposures while budget-backed instalments are pending, and whether payment timing becomes a recurring audit-dependent step.
OperatorsLenders partnering with cooperatives should confirm repayment flows and documentation requirements, since disbursement here depends on audit and asset-handover paperwork.

Counterpoints and uncertainties

Officials say the funds are budgeted and will be paid, so a short administrative delay may have no effect on bank asset quality. The ministry has not published the loan tenor, interest rate or how many cooperatives are fully operational, which limits any assessment of repayment capacity beyond the budget guarantee.
