Indonesian bank vehicle loans keep shrinking in September despite zero down-payment rule
A one-minute summary read by an AI voice.
Key points
- Bank motor-vehicle loans (KKB) shrank to IDR 127.1 trn in September, a year-on-year change of −9.7%, according to Bank Indonesia's money-supply data, after −10.3% in August.
- The contraction continued in every month from June to September on BI data (see chart), even though BI's 0% minimum down payment for new vehicles is already in force and has been extended to end-2027.
- Other household credit is still growing: housing loans rose 4.3% and multipurpose loans 6.5%, while finance companies' vehicle financing changed by only −0.68% year on year in August.
Implications for lenders
With bank vehicle loans at −9.7% year on year and the 0% down-payment floor already in place, looser deposit rules alone may not revive demand, so lenders may compete on approval speed and pricing for creditworthy buyers rather than on lower down payments. Vehicle lenders can also monitor collateral recovery values closely, since weak new-vehicle financing may weigh on used-vehicle prices.
Implications
Facts
Vehicle loans: Bank Indonesia's money-supply data for September, published on 23 October 2026, show outstanding bank motor-vehicle loans (KKB) of IDR 127.1 trn, down 9.7% year on year. 1 The year-on-year change was −9.7%, after −10.3% in August. 2 In BI's August analysis the figure was −10.3%, after −10.0% in July. 3 According to Kontan, citing BI's money-supply analysis, bank vehicle loans have been contracting since October 2025.
Policy: on 21 October BI extended its 0% minimum down payment for new motor vehicle credit and financing from the end of 2026 to 31 December 2027. 4
Other credit in the same release: bank housing loans (KPR/KPA) grew 4.3%, after 4.2% in August; 5 multipurpose loans grew 6.5%, down from 7.2% in August; 6 and credit to micro, small and medium enterprises grew 2.7%, up from 2.3% in August. 7
Analysis
Time series: on BI's monthly money-supply releases, bank vehicle loans contracted year on year in each month from June to September, by −10.3% at the deepest in August (see chart). The September reading is slightly less negative than August, but one month is not enough to call a turn, and the latest figure is provisional.
Banks versus finance companies: the decline is concentrated in banks. Finance companies' motor-vehicle financing changed by −0.68% year on year in August 8, so the drop in bank vehicle lending is much steeper than in the multifinance channel. Overall bank consumption credit grew 4.86% in September on BI's Board of Governors figures 9, held up by housing and multipurpose loans rather than vehicles.
Region: in the Philippines, bank motor vehicle loans grew 5.8% in August 10, so Indonesia's vehicle-loan contraction is specific to its market rather than a regional pattern. A zero down-payment rule does little when the constraint is borrower demand and banks' risk appetite rather than the required deposit.

Counterpoints and uncertainties
The September figures are provisional and come from press reports of BI's release; BI's next release may revise them. The contraction may partly reflect banks choosing to lend through finance-company subsidiaries or channeling arrangements, which would not show up as bank KKB. A recovery in vehicle sales, or rate cuts passed through to auto-loan pricing, could narrow the decline quickly.
