Laos central bank caps credit growth at 16% a year as inflation stays above target
A one-minute summary read by an AI voice.
Key points
- The Bank of the Lao PDR will hold credit growth to no more than 16% a year, vs a current rate of 17.6% cited by the Governor
- Banking-sector credit rose 9.39% in January–September and MSME credit 13.30%; the reported NPL ratio was 0.95%
- Average 2026 inflation is expected at 7.9%, against a National Assembly target of 5%
Implications for lenders
With credit growth capped at 16% and priority sectors favoured, lenders in Laos may need to ration new loans and direct more of their book to agriculture and production borrowers. Inflation of 7.9% squeezes household and small-business cash flow, so affordability checks may need updating even though the reported NPL ratio is 0.95%. Lenders with foreign-currency books may face tighter FX-account and repatriation rules.
Implications
Facts
Policy: Bank of the Lao PDR (BOL) Governor Bounkham Vorachit told the National Assembly on 7 October that the central bank will continue to control money supply and credit growth, keeping credit growth to no more than 16% 1 a year, vs a current rate of 17.6% cited by the Governor. Banks with surplus liquidity are encouraged to lend to priority sectors, and the BOL will provide more credit for agriculture and for production aimed at import substitution and export promotion. The BOL aims to raise the share of export foreign-currency earnings brought into the country to 75% by end-2026 and 85% by 2030 2, requires importers and exporters to use designated foreign-currency accounts at commercial banks, and is studying a ten-year strategy to make the kip the sole currency in Laos. Credit: banking-sector credit rose 9.39% 3 in the first nine months of 2026 to LAK 257,991.5 bn 4. Credit to micro, small and medium-sized enterprises rose 13.30% 5 to LAK 27,687.19 bn 6, or 10.84% 7 of total credit. The banking system's non-performing loan ratio was 0.95% 8 in September. The BOL is working with credit guarantee companies to reach MSMEs without enough collateral.
Inflation: the Governor expects average inflation for 2026 to stay at 7.9% 9, above the 5% 10 target approved by the National Assembly, driven by electricity prices, fuel costs and the exchange rate. For 2027 the BOL aims for 5.5–5.8% (no higher than 6%) 11.
Analysis
The credit cap sits awkwardly with the August rate cut that took the BOL's policy rate to 7% 12: price is being eased while quantity is being capped, so credit allocation, not cost, becomes the binding constraint for borrowers. MSME lending growing faster than the total (13.30% against 9.39%) suggests that priority-sector guidance is already shaping that allocation.
Across the Mekong, the reported asset quality is very different. Laos's 0.95% compares with 2.82% 13 for Thai commercial banks and 9.6% 14 in Cambodia, while Lao inflation is higher than in either and dollarisation remains high, with foreign-currency deposits at 66% 15 of broad money. Nine-month credit growth is somewhat below Vietnam's 11.59% 16 year-to-date pace, in an economy where prices are rising much faster.

Counterpoints and uncertainties
The Governor did not specify how the current credit growth rate he compared the cap with is measured; it differs from the nine-month growth figure, so how much the cap will bite is unclear. NPL definitions and loan-classification practice differ between countries, so the cross-country comparison is indicative only. The 2026 inflation reference has shifted: in July the BOL presented a target of below 7% 17, while the Governor now cites the 5% target. A further fall in the kip or higher fuel prices could keep inflation above the 2027 goal.
