Laos raises the private-sector minimum wage to LAK 3.4 million a month from January 2027 as inflation eases to 7.7%
A one-minute summary read by an AI voice.
Key points
- A Prime Minister's Office notice dated 21 October sets the private-sector minimum wage at LAK 3.4 million a month from January 2027, up from LAK 2.5 million, an increase of 36%
- Consumer price inflation eased to 7.7% in October, down from 7.8% in September, with housing and utility prices up 29.6%
- Cambodia's garment minimum wage rises 0.95% for 2027, so the two neighbours are moving labour costs at very different speeds
Implications for lenders
For lenders to Lao wage earners, a minimum wage of LAK 3.4 million a month from January can raise nominal repayment capacity, but affordability checks may still need to account for utility and education prices rising 29.6% and 16%. Lenders to labour-intensive SMEs may see cash-flow pressure from the 36% rise in the wage floor and could review repayment schedules early in 2027.

Facts
Minimum wage: according to the Laotian Times, a Prime Minister's Office notice dated 21 October 2026 sets the monthly minimum wage for private-sector workers at LAK 3.4 million a month 1 from January 2027, up from LAK 2.5 million 2. It consists of a base wage of LAK 2 million 3 and a living allowance of LAK 1.4 million 4. The increase is 36% 5. In March the National Labor Committee had proposed LAK 4.1 million 6 and employers about LAK 2.8 million 7. The rate applies to private employers, including business and service sectors; civil servants follow a separate scale, with a minimum salary of LAK 3 million a month 8 since January 2026.
Inflation: the Lao Statistics Bureau's October report, as reported by Xinhua, puts year-on-year consumer price inflation at 7.7% 9, down from 7.8% in September. Housing, water, electricity and gas prices rose 29.6% 10, education 16% 11, communications and transport 13% 12, and medical care and medicines 10.3% 13.
Analysis
Inflation has stayed in a narrow band since mid-year after falling from 10.2% in April 14 (chart), but it remains above the January rate of 5.1% 15 and above the central bank's 2026 goal of below 7% 16. The IMF expects average inflation of 9.2% for 2026 17. Price pressure is concentrated in utilities, education and transport, items that weigh on low-income budgets.
The wage step is large next to Cambodia's. In Cambodia, the garment-sector minimum wage for 2027 rises 0.95% 18, to USD 212 a month 19. The Lao increase is well above the current inflation rate, but it is set in kip, so its value for employers and workers also depends on the exchange rate.

Counterpoints and uncertainties
Employers may respond with fewer hires, reduced hours or more informal work, which would limit the income gain; enforcement among small private employers is uncertain. If the kip weakens or inflation picks up again, the real value of the increase can erode quickly. The notice as reported does not say how the rate will be adjusted after 2027.
