Key points

Implications for lenders

Lenders with borrowers in flood areas may face competition from state loans with interest-free starts and from GSB-funded SME loans with rates capped at up to 3.5% a year in years 1–2 and up to 5% in years 3–5, so pricing and collections plans may need to reflect relief terms. Banks considering the THB 30bn GSB line can fund at 0.01% a year, but they keep the credit risk, so loss documentation and post-holiday repayment checks may matter more than usual.

Implications

ExecutivesState lenders carry much of the direct flood relief, while commercial banks are offered cheap GSB funding to lend to SMEs at capped rates and carry the credit risk.
InvestorsPayment holidays at state institutions delay the recognition of flood-related arrears, so asset-quality effects may show only after the holidays end.
OperatorsNon-bank and consumer lenders compete with state loans that start interest-free, which may slow new applications from flood areas while relief lasts.

Facts

Compensation: the Cabinet approved an additional THB 10.51bn 1 for flood victims on 20 October, on top of THB 4.7bn approved on 29 September. According to Xinhua, over 2 million households 2 had applied for aid totalling THB 15.8bn 3, the government had paid out more than THB 5bn 4, and the compensation covers about 1.48 million households 5. Verification of pending applications has been shortened to two days. Reuters reports the same decision and the same paid-out total.

Debt relief at state lenders: Finance Permanent Secretary Lavaron Sangsnit said seven 6 state-owned specialised financial institutions suspended repayments at the same time. Individuals with outstanding debt and no income can have principal or interest suspended, rates cut or terms extended; payment holidays last at least three months (up to one year at BAAC) 7, and businesses get repayment holidays. New state loans: GSB's emergency loan goes up to up to THB 50,000 per borrower 8 with an initial interest-free period. Home repair loans from GSB, GH Bank and Islamic Bank of Thailand go up to THB 2 million at 0–1.99% a year, terms up to 40 years 9. The Bank for Agriculture and Agricultural Cooperatives (BAAC) lends farmers up to THB 500,000, interest-free for six months, terms up to 15 years 10. Business loans from GSB, Islamic Bank of Thailand and SME Development Bank go up to THB 5 million at 0–3.25% a year, terms up to seven years 11, and EXIM Bank adds temporary working capital of up to 20% of an existing revolving line, capped at THB 2 million 12. Soft loans through commercial banks: GSB will lend THB 30bn 13 to commercial banks at 0.01% a year 14 for lending to flood-affected SMEs. Banks may charge borrowers up to 3.5% a year in years 1–2 and up to 5% in years 3–5 15, with loans of up to THB 30 million per borrower, terms up to five years 16. The package also includes income-tax deductions for home and vehicle repairs, a customs-duty exemption on replacement machinery for factories and hotels in disaster areas, and later tax filing deadlines. Analysis

Time comparison: the GSB flood emergency loan announced in late September went up to THB 20,000 per borrower over 24 months 17; the emergency loan in the Cabinet package goes up to THB 50,000 per borrower, though the reports do not say whether it replaces the earlier product. On 1 October the Bank of Thailand counted 16 18 lenders offering relief; the new package adds credit support mainly through state institutions and through GSB funding for commercial banks. Applications from over 2 million households exceed the 1,177,404 households 19 counted by the disaster agency on 2 October, which suggests the affected base widened after that count, although applications may include claims that do not pass verification.

The soft-loan line sits next to the Bank of Thailand's planned bank-funded guarantee, which aims at about THB 100 bn a year 20 of new SME lending. In both cases commercial banks still make the credit decision, so take-up depends on their appetite for SME risk.

Cross-country comparison: in Myanmar, disbursed earthquake reconstruction loans equalled 1.2% 21 of the initial fund about a year after the fund was allocated. Disaster credit lines can stay largely unused when lenders apply normal credit checks and borrowers struggle to document losses; Thailand's line leaves the credit risk with commercial banks, so drawdown data will show whether the cheap funding reaches borrowers.

Counterpoints and uncertainties

Reports give no total size for the package beyond the compensation budget and the soft-loan line, and no drawdown data yet. Commercial banks keep the credit risk on soft loans, so actual lending may be much smaller than the line. Payment holidays can hide repayment problems until they expire, and the Bank of Thailand's deputy governor told Reuters the floods would not significantly affect the economy, which may limit further measures.
