Banco Central de Timor-Leste (BCTL) announced on 9 September 2026 that its board approved a definitive banking licence for Banco Kaebauk, S.A. (source: BCTL). According to the state news agency TATOLI, Governor Helder Lopes said on 10 September that Kaebauk met BCTL's requirements after a lengthy review. BCTL required minimum capital of USD 2 m (paid in), an organisation and staff suited to banking, adequate financial systems and internal controls, connection to BCTL's payment system, digitalisation and cash-flow controls (source: TATOLI). 1

According to TATOLI, as of February 2026 Kaebauk had 330 staff, 22,561 clients and outstanding loans of USD 45.8 m (source: TATOLI). 2 According to its website, the company began as a microcredit operation in 2001 and has operated as a deposit-taking institution since 2016.

Analysis

Over time, Kaebauk has moved up in stages from microcredit (2001) to deposit-taking institution (2016) to commercial bank (2026). Loans per client are about USD 2,030 (T&S calculation). BCTL's inclusion of payment-system connection and digitalisation among licence requirements is consistent with Kaebauk being one of the initial participants in the unified QR scheme 'TuQR' launched on 12 September.
