Finance: the SBV has kept its refinancing rate at 4.5% and set a 2026 credit growth guideline of about 15%. Bank credit equals 145% of GDP (end-2025) 2 and the corporate bond market 10% of GDP. ADB noted that many banks' loan-to-deposit ratios are near or above regulatory limits, and that relatively thin capital and persistent maturity mismatches are narrowing the sustainable room for rapid credit expansion. Analysis
By comparison, Vietnam's 7.8% is far above Southeast Asia's 4.7% and Thailand's 2.0%. Meanwhile, bank credit at 145% of GDP shows corporate finance concentrated in banks rather than the bond market (10% of GDP), a structure in which an economic shock can quickly translate into tighter bank credit.
Over time, first-half growth was strong at 8.18% (below the government's first-half target of 9.7%, VietnamPlus 2026-08-04), and the upgrade reflects this. Year-to-date credit growth has also exceeded 10.24% (reported 17 September).

ADB's forecasts depend on external factors such as US trade policy and the Middle East. The inflation forecast was raised alongside growth, limiting room for rate cuts. ADB flags credit vulnerabilities but does not suggest a crisis is imminent.
