Implications

ExecutivesConsumer lenders should not plan on spending growth to lift card and instalment volumes in the second half; growth targets need to rest on share gains or new segments.
InvestorsWeak nominal retail growth against firm core inflation tempers the consumer side of Singapore's strong headline growth; check how much lender loan growth depends on vehicles.
OperatorsWith online sales at 15.7% of retail value, checkout credit and affordability checks at the point of sale remain relevant even as total spending slows.

Facts

The Singapore Department of Statistics (SingStat) reported on 5 October 2026 that retail sales at current prices rose +0.7% year on year in August 2026, down from +1.3% in July 2026 (revised). 1 Estimated total retail sales value was S$4.5 billion. 2 Excluding motor vehicles, parts and accessories, sales rose +1.6%. 3

On a seasonally adjusted basis, sales changed -1.0% from July 4, while sales excluding motor vehicles rose +0.6%. 5 Motor vehicles, parts and accessories recorded the largest decline among segments, at -4.6% year on year 6; cosmetics, toiletries and medical goods, and computer and telecommunications equipment led gains. Online sales made up 15.7% of total retail sales value. 7

Food & beverage services sales changed -1.6% year on year 8, with cafes, food courts and restaurants lower and fast food outlets higher (AsiaOne, citing SingStat).

Analysis

Nominal retail growth slowed in both July and August, and at +0.7% it is below core inflation of 2.2% in August 9. The two series use different baskets, but the gap suggests little or no growth in retail volumes. Hong Kong moved the other way in the same month, with retail sales value up +5.6% 10, though Hong Kong's figure includes visitor spending and comes off a weak base.

For lenders, the softness sits alongside more household borrowing: interest-bearing card balances reached SGD 9.64bn in Q2 2026, SGD 8.82bn in Q2 2025 11, and retrenchments rose to 4,620 in the quarter. 12 Slower spending combined with rising revolving balances is a pattern worth watching in early-stage card and instalment delinquency. The drop in motor vehicle sales points to fewer new car loans, while the rise in sales excluding vehicles shows household spending on other goods held up month on month.

Counterpoints and uncertainties

Monthly retail data are volatile and revised; July was already revised down, and a single month does not establish a trend. Motor vehicle sales depend heavily on the supply of vehicle quota certificates, so their fall may reflect quota supply rather than household demand. Retail sales also include tourist spending.
